Permitting procedure in Estonia

The history of planning the hydro accumulation power plant in Estonia goes back to year 2008, when the territory of Muuga Harbour was considered as one of the locations. Today the storage plant is planned in Paldiski, where the city government initiated the detailed planning and its strategic environmental assessment (SEA) on November 18, 2016.
The project must pass the following permitting procedures:
  • detail planning to find out the conditions for building onland;
  • permit for the special use of water;
  • building permission to build in the sea.

The project is listed in the EU’s projects of common interest (PCI list) in the Priority corridor Baltic Energy Market Interconnection Plan (“BEMIP Electricity”), project 4.6. PCI hydro-pumped storage in Estonia.
